PCDA(O) caters to over 46,000 army officers, right from Lt to the COAS, serving over length and breadth of the country. It is entrusted with pre-audit and payment of pay and allowances and all claims of officers of Indian Army, which includes more than 300 General officers, 4000 Doctors of AMC/ADC, over 3000 MNS officers besides Engineering officer and officers of Territorial Army.

The office deals with the pre audit, of all claims of Pay and Allowances, TA/DA,LTC, Rent bills, adjustment of Draft Gazette Notifications notifying the commission, substantive promotions, ante-date for pay and promotions, forfeiture of service, retirement, provision of funds to the field cashiers in the field areas where direct banking facilities are not available, recoveries on account of DSOPF, AGIF and rent of accommodation provided to them besides ensuring that the disbursements to the officers reach their bankers well in time/on due dates, regulation of Income Tax deducted at source from the officers and calling for the proofs of savings from the officers in time to avoid excess recovery of income tax, keeping the officers informed about their entitlements and regular monthly disbursements.


In 1985 the EDP centre of the office was set up for meeting IT and computerization needs of the office.

In Apr 1988 the PRO office was setup for providing a single window system to settle grievances of officers across the desk or on telephone with the aid of LAN.

1999 onwards latest banking practices viz. Core Banking, payments through ECS and introduction of Anywhere Banking were introduced for speedy and assured credit of officers dues into their respective bank accounts.

In 2002 the website of the office was launched for providing information on important govt orders, announcements, rules and status of claims, payments.

In 2002 the ISO-9000 certification was awarded to this office for excellence in performance of its duties.

In Jan 2003, E-mail cell was formed for prompt registration and redressal of grievances of the Army officer.

Modernization efforts by setting up modular furniture and installing computers with LAN connectivity in all sections was undertaken to provide a better working environment in 2003.

From 2007 onwards, statement of Accounts of officers in Delhi, Wellington and Pune Followed by Lucknow and Kolkatta are posted on the CDA(O) website.

In June 2008 payment of TA/DA advances based on the FAX copies of the requisitions was introduced. This ensured speedy payments of the advances.

TA/DA and LTC claims processing automated from Dec 2010 for better monitoring and transparency.

100% E-Payments through CMP introduced from August 2013.

DSOP Fund, HB Adv, Conveyance and Computer adv and Miscellaneous claims introduced on PHP module from Feb 2014 for speedy clearance of bills.

Single window system for TA/DA and LTC requisition introduced from Apr 2014 to facilitate speedy processing of requisitions.

Acceptance of online publication of Part-II orders introduced with effect from April 2014.
