Adjustment of PT-II ORDER
Q. The PT-II ORDER was published
in the last month, but it has not been adjusted even in the pay for current
month. Why delay?
EDP processes data for salary of a
particular month between 15th -17th of that month. After that the IRLAs
are checked and validated by the Ledger Groups, then IRLAs/Statements of Account
are printed and cheques are issued.
To understand the system, we can
take the example of January 2012 Pay Accounts.For
January Pay Accounts the EDP would accept fresh PT-II ORDER from the PT-II ORDER
audit cell only till 20/12/2011. After this the PT-II ORDER would be fed in the
System, then edit-lists would be generated, and the data fed would be compared
to the actual PT-II ORDER. Since the office receives more than 1,00,000
casualties in form of PT-II ORDER, this validation would continue till 31th of
Dec 2011. After this, other inputs to be incorporated in the IRLA would be
processed.
  For a PT-II ORDER published on 2/12/2011, we can assume as
follows-

  Thus, this PT-II ORDER won’t get adjusted in Jan IRLA.
Q. I sent Photo copy of the PT-II ORDER, which was
published long back, but was not adjusted; The PT-II ORDER has still not been
adjusted.
Only ink-signed copies of PT-II
ORDER are accepted in audit. The Photo copies also should be duly authenticated
by the unit authorities.
Q. My PT-II ORDER was published long back, but I
have not got the credit. Why?
Following are the most probable
causes for non-adjustment of PT-II ORDER. Please make sure that these have been
taken care of, while publishing the PT-II ORDER under question:

Advances from AGIF
General
Q. Is the installment of housing
loan/motor car/computer advance taken from AGI Dte recovered from salary, if
officer’s IRLA is closed with debit balance?
No. If sufficient balance at
credit side in the IRLA is available, amount will be recovered and remitted to
AG Fund, otherwise it will be the responsibility of officer to remit amount
directly to AGI Dte.
Q. What is the rate of interest on loans taken from
AGIF?
The rate of interest is shown in
the original sanction. The same rate will be applicable throughout the period of
payment.
Q. What is the time schedule for recovery of the
Interest portion on advance?
Once principle amount of advance
is fully recovered, recovery of interest starts. Simple interest calculated on
reducing balance as on last day of each month is calculated and interest amount
is recovered in installments.
Q. I want to foreclose my AGIF Loan, by paying the
entire balance amount. What is the procedure and my outstanding balance?
You should approach AGIF Dte for
any info in this regard. This office won’t be able to guide you.
Q. A huge amount towards AGIF subscription has been
recovered from my pay. Why?
In case of the officers, who are
going on superannuation/release from service, 4 installments are recovered in
advance. If you are going on superannuation/release from service, there is
nothing unusual in this recovery. You need not worry.
Motor Car Advance
Q. I have already drawn motor car
advance; can I claim scooter advance also?
Yes. You are entitled to claim
both advances, if otherwise admissible.
Q. Can I get motor car advance second or third time?
You can get MCA second time; but
only after full payment of the first advance. No third advance is admissible.
HBA
Q. How many times can I get HBA
during my career?
Only Once
Q. I have taken final withdrawal from DSOP for
building a house. Can I get HBA for another house?
Yes, you can get HBA for another
house, as well as for the same house. The point is that you can get HBA only
once in your career; the fact that it is for the same house or another house is
not relevant.
Q. Is the IT rebate available of HBA taken from
AGIF?
Yes, IT rebate is available. But
the officer will have to produce the documents for getting rebate, as is done in
case of loan taken from other financial institutions.
Advances from AG's Branch
Q. I want to foreclose my Motor Car/PC/House Building Advance.You have to enquire the PCDA(O) for outstanding balance, and pay it through MRO. In the MRO prepared in favor of PCDA(O), you have to specifically mention the principal and interest thereon, and the CDA A/c No.
Annual Increment
Q. I didn’t get my annual increment after my promotion to Lt Col this year.You have got promotion between 2nd Jan and 30th Jun. Since you didn’t complete 6 months required to get increment in the new pay-band, you won’t get annual increment this year.
BCA (Bhutan Compensatory Allowance)
Q. I have not got BCA /servant wages,even though the PtII order has been published quite some time back.BCA is not admitted on the Pt-II order. You have to forward the two certificates prescribed for admission of BCA /servant wages.
Q. My BCA has suddenly stopped, despite the fact that I didn't go on leave or course. Why?
BCA stops at the end of September and March,and is restored only when the requisite six-monthly certificate is received in PCDA(O).
Q. I went on 30-day AL, and stopped getting the BCA. What should I do now?
BCA stops from 15th day of AL, and is automatically regranted as soon as the officer reports back in his/her Unit in Bhutan.
CEA (Children Education Allowance)
Q. Is it mandatory to claim the CEA on Contingent Bill, or only Pt-II order will suffice?
The CEA has to be claimed on a contingent bill. All the Original Receipts should be attached.
Q. Is there any minimum age limit for child to claim CEA or Hostel Subsidy?
No
Q. Officer has paid Rs.15000/-
for one child for full academic year against fees & cost of books, shoes etc in
the beginning of academic year and submitted claim for CEA in first quarter of
academic year. Will the claim be admitted in full immediately?
No. Reimbursement of up to 50%
of the entitlement is admissible during the first half of the academic year.
Remaining will be admissible in 3rd or 4th quarters.
Q. Will I get CEA reimbursement for (a)
Transportation/Bus charges, (b) Security Fees paid to Schools, (c) Amusement &
entertainment charges, (d) purchase of Blazers, (e) tuition fee, (f) cost of
admission form, (g) examination fee, (h) annual charges, (i) computer fee, (j)
science lab fee, (k) sports fee, (l) extra curricular activity fee, (m) dance
and music fee, (n) books like dictionary, encyclopedia etc, (o) admission fee,
(p) Vidyalaya Vikas Nidhi, (q) stationery and (r) late fee?
You will get reimbursement for
(d) to (q) only among the above.
Q. Is there any ceiling on cost of note-books,
stationery, or uniform etc?
No ceiling in case of any of the
items listed above.
Q. How many sets of uniform will I get reimbursement
for?
For only 2 sets of uniform in
one academic year. One uniform means a set of clothing prescribed in a
particular day, as uniform by the school. But one can claim for only one pair of
shoes.
Q. The original school receipts have been lost. What
should I do now?
Please get a certificate signed
by Principal of the school, showing all the payments. Please make sure that
details of the fees paid are shown in a manner as were shown in the original fee
receipts.
Q. I have three children. I never claimed CEA for my first kid. Can I claim CEA for my second and third children?
No, one can claim CEA 'only for first two' children.
Q. Will I get CEA for my child who is studying in
Nursery?
You will get CEA for your child
for only two academic years before he starts studying in First Standard. These
two years may be nursery, or LKG, or UKG or whatsoever. But CEA is not
admissible for Pre-school/playschool.

upon only on receipt of Appx B to AO 5/88 or Request through our Website. We do
not act upon telegrams, signals, POSIN DO Part II orders, e-mail in this matter.
Bank Details

Change of bank details is acted
upon only on receipt of Appx A to AO 5/88 or Request through our Website. We do
not act upon telegrams, POSIN DO Part II orders, e-mail, FAX or simple letters.
     We can not act upon the requests, where officer didn't attach cancelled cheque alongwith intimation for change of bankers.
     Please don't close your Bank A/C until you get your salary through new bankers.
Q. Change of bank details sent not acted upon?
Only those requests, which are received in this office before 5th of the month can be acted upon in the same month; requests received after that will be acted upon in the subsequent month only.
     We can not act upon the requests, where officer didn't attach cancelled cheque alongwith intimation for change of bankers.
     You are advised not to change bankers frequently. And please don't close your Bank A/C before you get your SOA reflecting the new banker.
Cheques
Q. The website shows that my
claim has been passed, but I have received no money.
  In case of claims (except DSOPF withdrawal) passed by Ledger Wing from 1st of a month to the last day of the month are found adjusted in the
salary of the following month.
Q. What action should I take if my cheque is
lost/missing?
Please get a letter from the
bank informing PCDA(O) about the loss of cheque/missing cheque duly quoting the
cheque number, date and amount and the name of the officer.
  Fresh cheque in lieu of lost or missing cheque will be issued
only after the expiry o f the validity period of lost cheque. Validity period is
three months after the month of issue.

Q. I am on deputation to UN
Mission. Am I entitled for Deputation Allowance?.
No
Difficult Area Allowance
Q. Who are entitled for difficult
area allowance?
Only the officers posted in
IMTRAT, Bhutan are entitled for it.
DSOP Fund
Q. An officer has taken final
withdrawal to purchase plot and again submitted claim for purchase of flat.
Whether the claim is admissible in audit?
No. It will be treated as for
same purpose.
Q. What is the maximum amount I can subscribe to my DSOP Fund ?
Your Basic Pay+ Grade Pay+ MSP+ NPA (if applicable)
Q. What is the minimum amount I can subscribe to my DSOP Fund ?
6% of (your Basic Pay+ Grade Pay+ MSP+ NPA)
Q. How many times in a Financial year can I change the rate of subscription to DSOP fund?
You can increase the rate of subscription maximum on two occasions and reduce on one occasion during the period from 1st of March to 29th of Feb.
Q. Before my marriage, I submitted my DSOP fund nomination to the IHQ of MOD(Army) & PCDA(O). Am I required to submit fresh nomination again, after my marriage?
Yes, it is mandatory also.
Q. Where can I get DSOP nomination form?
You can download it from PCDA(O) website.
Q. Is it mandatory for me to nominate my husband as my DSOPF nominee?
No.
Q. I don’t want to assign any reason for withdrawal.
Can I get DSOP final withdrawal?
Yes, you can get; but only once
in your career, and that also during last 12 months of your service.
Q. Can I get final withdrawal from DSOP for marriage
of niece/nephew?
Yes
Q. Can I get final withdrawal from DSOP for
treatment of same disease twice?
No
Q. How many times can I get final withdrawal from
DSOP for addition/alteration to the ancestral property?
Every major change in the
property will be treated as different reason.
Q. Can officer submit claim for final withdrawal
from DSOP for marriage/education for two children or it will be treated as for
same purpose?
Yes. It will be treated as
different purpose being for different child.
Q. I have taken HBA for building a house. Can I get
final withdrawal from DSOP for another house?
Yes, you can get final
withdrawal from DSOP for another house, as well as for the same house. The key
is that you can get final withdrawal from DSOP for house purpose only once in
your career; the fact whether it is for the same house or another house is not
relevant.
Q. My nomination has not been changed, even though
Part II order for the same has been sent?
Nomination is not changed on the
basis of Part II Orders. Please send nomination/revised nomination in the form
as per DSOPF rules.
Q. Why the DSOP Fund subscriptions increase/decrease
in a particular month is not reflected in the DSOP Fund Account of the same
month?
Since any particular month's
salary is disbursed on the last working day of the month and DSOP Fund
subscription is recovered from the salary on the same date, it is credited to
the DSOP Fund Account in the following month i.e. when the amount is actually
realized. Accordingly, recovery of DSOP Fund subscription from pay for June is
credited to DSOP Fund in July and recovery made in July is credited in August
and so on and so forth. This is also mentioned at Instruction No. 1 on the
reverse of DSOP Fund Annual Statement.
An inevitable consequence of it is that the Annual
Statement of DSOP reflects the subscription from March to Feb (instead of normal
financial year which is from April to March)
Q. Can I get final withdrawal from DSOP for purchase
of car?
Yes, subject to a maximum of Rs
1,10,000/-
Q. I got DSOP final withdrawal 1 month back. When
can I claim for the next withdrawal?
You can get next final
withdrawal after 6 months of the previous withdrawal. But in exceptional cases,
it can be admitted even before 6 months.
Q. How much can I withdraw?
You can withdraw 75% of your accumulations with normal sanction; and 90% with special sanction (only once in your entire service)
Q. I sent a request for change in DSOP subscription. It has not been effected in my SOA. Why?
Only the change requests received up to 5th of the month get effect in that particular month. Requests received after 5th will take effect in the subsequent month.
You are permitted to increase your subscription maximum twice in a FY, and to decrease not more than once.
Q. What is the reate of interest of DSOP Fund for the year 2012-13?
The rare of interest of DSOP Fund for the year 2012-13 shall carry on interest of 8.8% (EIGHT PINT EIGHT PERCENT) W.E.F. 01-04-2012..
Electricity Charges & Water charges: Reimbursement
Q. What is extent for
admissibility of re-imbursement of electricity & water charges?
Electricity charges for first
100 units with meter charges & 50% of water charges as authorized.
Encashment of Leave on LTC
Q. Can advance for leave
encashment on LTC be claimed?
No. Part II Order for this
casualty is required to be published after LTC availed, and notifying details of
Form D/Warrant used/LTC claim submitted to PCDA (O).
Q. I didn’t avail LTC, but my family did. Can I
claim 10-days leave Encashment?
Yes
Q Is encashment of Leave on LTC admissible, even if
LTC is availed by neither me nor my family?
No
Q I have availed 3-days CL on my LTC. Am I entitled
for any Encashment?
Yes, you can claim up to 10-days
AL in a calendar year, subject to maximum 60 days during the entire service.
Q. Can I get Leave Encashment on LTC at more than 6
occasions in my service?
Yes, but subject to maximum of
10 days in a calendar year and total 60 days in career.
Q. I have availed LTC by traveling by my own
vehicle. Am I entitled for any Encashment?
PCDA(O) has been accepting officers' claims with the conditions that the officer exhausted
his LTC entitlement for that year by submitting a Nil claim and undertaking in this regard
to PCDA(O). But it has been objected by Test Audit Authorities, therefore PCDA(O) will not be able to accept such LE claims until the matter is finalized.
Q. I am availing LTC under Rule 177-C. Am I entitled
for leave encashment?
Yes, you are entitled.
Q. Are the re-employed officers entitled for leave
encashment?
Yes, they are
Entertainment Allowance/ Official Hospitality Grant
Q. To whom Entertainment Allowance/ Official Hospitality Grant is adsmissible?Only to officers holding the appointments notified in rule 147 pay and Allowances Regulations (Officers) and under special Govt orders.
Field Allowances
Q. Are the Field Allowances
admissible in (a) Static Formation/Units like Military Farms, MES, Recruiting
Office Training centers/Estt, (b) NCC Dte and units, (c) TA units unless
embodied, (d) Record Offices, (e) Military Lands and Cantt Areas?
No, it’s admissible in none of
the above.
Q. Which are the static units where field allowances
are admissible?
These are the static units which
act as supporting units for operations-
CFAA
Q. Whether an officer will get
CFAA/CMFA on posting to UN Mission?
No. HAFAs, Field Areas &
Modified Field Areas within Indian geographical limits are classified vide MoD
letter dated 13/1/94 and allowances are admitted accordingly to units with
reference to these locations. Though tenure of UN Mission Posting is treated as
of field posting, it is not for entitlement of field allowances but for
seniority for Govt. accommodation, retention of family at SPR etc.
Q. Whether Army officers posted to Assam Rifles are
entitled to get CFAA/CMFAA?
No. Posting to Assam Rifles is
treated as a peace posting. Hence CFAA/CMFAA is not admissible. However, SC (RL)
Allowance is admitted, if otherwise admissible.
Q. Are Highly Active Field Area, Field area and
Modified Field Area allowances admissible concurrently?
No. Only one allowance with
reference to location of unit will be admissible to the officer at any
particular time.
Q. Can officer claim Highly Active Field Area, Field
Area or Modified Field Area Allowance concurrently with SCCIA?
No, only one allowance will be
admissible as per the entitlement.
Q. I stopped getting CFAA, though I am entitled to
it.
You might have proceeded on AL
or Course of Instruction. Fresh PT-II ORDER for re-grant of CFAA has to be
published.
Q. I have been granted HAFA, but a huge recovery
against CFAA has been made from my pay. Why?
HAFA is not admissible
concurrently with the CFAA. So if you are given HAFA, CFAA already granted to
you for that period has to be recovered.
HAFA
Q. HAFA has not been granted to
me, even though the PT-II ORDER was published several months back.
Govt. Sanction for extending the
payment of HAFA allowance for the period from 1stJan 2011 to 31st Dec 2011 has
been recently received. You can ask your unit to publish fresh PT-II ORDER as
per the status of location, quoting Corps Notification No & Date. Srl No. &
requisite certificate therein.
Q. I stopped getting HAFA, though I am entitled to
it.
You might have proceeded on AL
or Course of Instruction. Fresh PT-II ORDER for regrant of HAFA has to be
published.
HAUCA
Q. I stopped getting HAUCA,
though I am entitled to it.
You might have been on CL for
more than 14 days (including prefix/suffix). If so, fresh PT-II ORDER for

huge recovery against SCCIA has been made from my pay. Why?
SCCIA is not admissible
concurrently with the SCA. So if you are given SCA, SCCIA already granted to you
for that period has to be recovered. You can cancel the Pt-II order for SCA, and
publish the regrant Pt-II order for SCCIA.
Q. Is the status of unit as
static/non-static applicable while admitting SCCIA?
No. Status of unit as
static/non-static does not have any relevance with it. SSCIA is admissible to
officers on deployment on Counter Insurgency operations.
Q. I stopped getting SCCIA,
though I am entitled to it.
You might have proceeded on AL
or Course of Instruction. Fresh PT-II ORDER for regrant of CFAA has to be

Specail Compensatory (Remote Locality) Allowance
Q. I am a NCC officer posted in Leh. What is my entitlement for Leh, since field allowances are not admissible for us?
Leh is listed in pt A Areas for special compensatory (Remote Locality) Allowance. As such, you are entitled to draw SC (RL) A on fulfillment of other conditions.
Flying Allowance
Q. Is flying allowance admissible
with Siachen Allowance?
No. The officer has to opt for
the allowance beneficial to him.
Q. Why monthly publication of Fly Allowance Pt-II order? Why not Qtly or Half Yearly?
As per Rule 164, Pay and Allowance Regulations (Officers), Flying Pay certificate is to be rendered at the end of each month. It has to be certified that the officer has made adequate use of flying facilities provided to him, and has maintained an acceptable level of proficiency or didn't have any facilities or opportunity to fly, but is capable of flying on return to flying duties.
It is obvious that the allowance is based on many factors, which may change very fast. Therefore Pt-II order is to be published monthly.
GOI, MOD letter no. 1/73/2008-D(Pay/Services) dated 09/02/2010 also states that it will be admissible on publication of Pt-II orders along with the certificate every month.
Q. Is Flying Allowance admissible
during course of instruction of non flying nature?
Yes, if the officer reports to
the same unit or another flying unit on completion of course, and the resultant
vacancy is not filled.

Home Leave Passage
Q. I am posted in UN Mission. Am
I entitled for home leave passage as per the provisions of home leave passage to
Army officers, mentioned at page 274 of handbook on TA/DA, LTC, 2009 edition?
No, you can’t. These provisions
are in r/o Army officers posted to Indian Missions (not UN Missions) abroad. The
UN deputation is covered by the provisions contained in GoI, MoD letter No.17
(21)/2006/D(GS-I) dt. 24/08/2009.
Please note that UN Mission is entirely different from
Indian Missions abroad.
Hospitalization Period
Q. I was hospitalized on 1/01/12
and joined duty on 20/01/12. How will this period be regularized?
If you joined duty in F/N, total
hospitalization period is 19 days; If you joined duty in A/N, total
hospitalization period is 20 days. Since the period is less than 30 days, it
will be regularized as Sick List Concession, provided the sickness was due to
causes beyond your control.
Q. I was hospitalized on 01/01/12 due to reasons other than military service and discharged on
30/01/12. After getting discharged, I proceeded on leave. How will the entire
period be regularized?
If you do not join duty, within
30 days of date of hospitalization, and decide to go on leave, you don’t get
sick-list concession. The entire period will be regularized against AL and sick
leave.
Q. How will my hospitalization affect my allowances?
If the hospitalization is up to
30 days, and regularized as Sick List Concession, your field allowances will
stop on 15th day. Your HAUCA also stops on 14th day.
  If the hospitalization is not regularized as SLC, all the field
allowances stop from the day of hospitalization.
  Your Transport Allowance stops from the date of hospitalization
in both the cases (SLC or no SLC). If the hospitalization period is regularized as SLC,
the allowance is paid for the entire hospitalization period, but only after the re-grant Pt-II order is published. If the hospitalization is not regularized as SLC,the Transport Allowance is admitted for the period excluding the full calendar
month(s) falling in that period, on publication of regrant Pt-II order.
  Fresh Pt-II orders for grant of Field Allowances and Transport
Allowance have to be published after any hospitalization.
Hostel subsidy
Q.What does the term 'Hostel Subsidy' mean?
The term Hostel Subsidy means expenses incurred by the Govt Servant to keep his/her children in hostel of a residential school/institutuin located beyond a distance of 50 KM from his/her residence subject to fulfillment of other conditions laid down in earlier orders.

‘A’ keeps his child in hostel in same station. Whether he is entitled to claim
hostel subsidy?
No. Hostel subsidy will not be
admissible for same station.

Q. Is reimbursement of CEA/Hostel Subsidy admissible to a child pursuing a Diploma/Certificate course from Polytechnic/ITI/Engineering College?
Reimbursement of CEA/Hostel Subsidy is allowed for initial two years of a Diploma/Certificate course from Plytechnic/ITI/Engineering College if the child pursues the course after passing 10th standrard and the Govt servant has not been granted CEA/Hostel subsidy in respect of the child for studies in 11th and 12th standards, subject to fulfillment of other conditions.
Q. My son/daughter is doing graduation in a residential college. Can I claim Hostel Subsidy?
No. Hostel subsidy is admissible only up to 12th Standard..

Q. I am entitled to HRA for Faizabad. How much HRA will I get?
The cities/towns which are not covered by classification as 'X' or 'Y' are classified as 'Z' for purpose of HRA. Faizabad is classified as 'Z' town. You will get HRA @ 10% of (your Basic Pay+ GP+ MSP+ NPA).
Q. I have been paid HRA till the current month ( i.e.February 2012) only, whereas I have sent NAC covering the period of three future months also( i.e. March,April and May 2012 also). Why?
No. HRA can not be paid in advance. The HRA for a month will be paid in that month only
Q. Can single officer without
dependents/with dependents but without incurring expenditure on rent claim HRA?
No. HRA is admissible to single
officer only if he is incurring expenditure on rent for dependent parents not
having income more than Rs.3500/- p.m. and for dependent brothers/unmarried
sisters etc with income less than Rs.2500/- p.m.
Q. Officer on posting to field, moved family to
Station 'A' and claimed family TA & conveyance of baggage. Subsequently due to
some genuine reasons, shifted family to station 'B' at own cost and submitted
Part II Order for HRA for station 'B'. Whether it is admissible?
No. In this case, Station ‘A’
becomes SPR for field posting. This SPR cannot be changed during the tenure of
that field posting. Hence HRA for Station ‘B’ is not admissible. Also, HRA for
station 'A' cannot be paid since family is not staying there.
Q. If army officer and spouse both are in Army. What
is the entitlement of HRA?
Both officers are entitled to
get HRA subject to fulfillment of other conditions for drawal of HRA.
Q. What is the entitlement of HRA to officers posted
to units other than NCC units/Army Recruiting or Branch Recruiting Offices at
hard non-military stations?
HRA with reference to SPR is
admissible only to officers posted to NCC units/BRO/ARO specifically listed as
hard non-military stations. Officers posted to other units in that station will
be entitled to get HRA for place of posting only and not for SPR.
Q. Can NCC officer not allotted single Govt
accommodation at duty station claim HRA for duty station in addition to HRA for
family at SPR?
No. No orders exist to claim HRA
for duty station for non-availability of single accommodation.
Q. Is re-imbursement of electricity, water &
furniture hire charges admissible with HRA?
No. The same is admissible only
with house rent re-imbursement or Govt accommodation not provided with these
facilities.
Q. I was getting HRA for this station. Now I have been allotted Govt Accommodation, and my rent-bills also are being adjusted by PCDA(O). But my HRA is still being paid by the PCDA(O). What should I do?
As per documentation procedure, the Units should invariably publish Pt-II order to stop HRA. That's why PCDA doesn't stop HRA on the basis of other documents, like rent-bills. Please ask the unit authorities to publish Pt-II order.
Q. Will I get HRA for three months after Retirement?
No. Even though you are entitled
for retaining the Govt accommodation or claiming HRR for three months after
retirement, you can’t get HRA after retirement.
Income Tax
Q. Field allowances are exempted
from IT, but the PCDA(O) has deducted IT on Field allowances I am getting. How?
PCDA(O) is deducting the Income
Tax on various allowances for the Financial Year 2011-12 strictly as per the IT
Act 1961 as amended from time to time. The exemption on Field Allowances is
being admitted as per IT Act.
Q. Please confirm as to whether field allowances, SC (RL) A, Siachen allowance & SCCIA at field/modified field/peace rates is fully exempt from tax.
The

reference to fifth pay commission orders, the details of fully/partially

All matters related to IT have
to be handled by the I.T. Deptt. This office deducts tax from Salary on behalf
of the I.T. Department only. Any tax refund or exemption etc will be given by
the IT Deptt through its offices spread all over country. Once tax has been
deducted and intimated to the I.T. Deptt, this office can do nothing in I.T.
matters.
Q. Are the officers in receipt of Gallantry Award
exempted from Income Tax?
No, they are not exempted from
IT. Only the amount of Gallantry Award is exempted from the Income Tax and not
the entire salary.
Q. I submitted the Disability Certificate for my
dependent last year and got IT Rebate, but this year the PCDA (O) didn’t give me
this rebate. Why?
Since the disability of your
dependant was not permanent, you have to submit the Disability Certificate every
year to get IT Rebate. For this year you will have to claim refund from IT
Deptt.
Q. Is it necessary to submit disability certificate every year in case of my permanently disabled child?
No. The initial certificate is sufficient.
Q. I have taken Education Loan for myself. Can I
claim IT rebate on interest?
Yes, you can claim IT rebate.
Even if you got the education loan for your spouse, or children, you can get IT
rebate, based on the certificate issued by Bank/Financial Institution.
Q. I have got home-loan from bank (other commercial financial instituion). What am I supposed to do for claiming the IT rebate?
First of all you won't get any rebate for first 5 years, if you are paying Pre-EMIs. In other cases you should obtain a Provisional Certificate from the bank, indicating the principal and interest thereon. This certificate along with the following details should be submitted to PCDA(O) at the time of submission of saving proof:

Q. I want to go on voluntary retirement. But I have not completed the mandatory service period after my study leave. What will be its effect on my pay and pension?
If mandatory service period after reporting from study leave is not completed before you proceed on premature retirement-
Entire pay & allowances including HRA, all kind of reimbursements, LTC etc will be required to be refunded to PCDA(O) even if the shortfall in service is for one month. No proportionate recovery is applicable.
The service for study leave will be non-qualifying service for pay, promotion and pension. Annual increments, time-scale and substantive promotion adjusted considering that period will be revised suitably.
You may also not be entitled to pension if your service after deducting this non-qualifying service worked out to be less than 20 years.

Medical Reimbursement

re-imbursement of medical charges claim for indoor treatment to PCDA (O)?
No. PCDA (O) deals with claim
for re-imbursement of medical charges for OPD treatment only. Claims for indoor
treatment are to be submitted to Regional CsDA, i.e. PCDA(CC), PCDA(WC) etc.
Q. Is the NAC from MH sufficient for the audit
requirement for specified investigations from private hospitals?
No. NAC from civil hospital in
the station is also mandatory.
Q. Is there any income criteria to claim medical
reimbursement for parents or other dependents?
Yes. Their monthly income should
not exceed Rs.3500/-
Q. I spent Rs X for medical test prescribed by the
MH/Civil Hospital. But I am not being paid full amount. Why?
The amount for reimbursement in
case of each medical test is mentioned in CGHS Rate-list. Only that amount can
be reimbursed as per Govt Rules.
Outfit Allowance
Q. Are the NCC officers entitled
for Outfit Allowance?

is being admitted to NCC Officers at par with regular officers provisionally

If both officers are of same
Corps/Arm of service and having identical rank of scale of pay, the case may be
referred to MS branch of IHQ of MoD (Army) to establish seniority and onward
submission of case to this office, if otherwise admissible.

No. The seniority is known to
executive authorities and hence no suo-moto action can be taken by this office.
Q. I didn’t get my annual increment after my

You have got promotion between
2nd Jan and 30th Jun. Since you didn’t complete 6 months required to get
increment in the new pay-band, you won’t get annual increment this year.
Q. I have got acting promotion to higher rank. Which financial benefits I will get?
If you have not completed qualifying service for the rank, you will get only Grade Pay of acting rank. If you have completed, then you will get promotion increment also.

Q. I got promotion from 1st of
March, but the promotional Increment was given to me from 1st of July. Why?
On the date of your promotion,
you have been given the grade pay as per your substantive rank, but increment
was not given to you for sake of your own benefit. Had your pay been fixed from
1st of March, you would have missed the Annual Increment on 1st of July, because
on 1st of July, you wouldn’t have completed 6 months in the new rank.
Now you have been given annual increment on 1st of July, and then
you have got the increment also on a/c of your promotion.
This system is beneficial to all the officers, who get
promotion between 2nd of Jan and 30th of Jun, and remain in the same pay band.

No. The qualification is to be

MBA. During the study leave period, I acquired some other qualifications
listed in MoD letter dated 25/6/10. Can I submit claim for Qualification Grant
for those courses alongwith MBA?
No. Qualification Grant will be
admissible only for the course for which study leave was granted.
Q. A short service commissioned officer acquired
qualification listed for Qualification Grant on detailment of IHQ of MoD (Army)
and released from service without completing 5 years service on returning from
course? Whether Qualification Grant admitted will be recovered? If yes, whether
proportionate recovery will be done for unserved period?
Full amount of Qualification
Grant admitted to officer released/retired/prematurely retired from service will
be recovered in case he does not complete 5 years of service after returning
from course.
  No orders exist for proportionate recovery of
Qualification Grant for period less than five years. However, Cost of Training
will be recovered proportionately for un-served contractual period in case the
course is listed in A.O. 17/95.
Q. An officer completed course listed for
Qualification grant from Army Institute & got degree from civil university for
the same course. Whether two qualification grants admissible to him for these
two qualifications?
No. Qualification Grant will be
admitted only for primary qualification acquired from Army Institute.
Q. An officer completed two YO courses for different
Corps/Arm of service during different periods. How many Qualification Grants
will he get?
Two Qualification Grants for two
YO Courses.
Q. Whether Technical Graduate commissioned under
Technical Graduate Entry Scheme in Army will get Qualification Grant for his
degree in technology?
No. Qualification Grant is not
admissible for any basic qualification required for entry for commission.

Ration Allowance
Q. I sent my Ration Allowance Claim to PCDA. I have not received the money.
The Ration Money Claims are
passed by the Regional Controllers, not by the PCDA (O). Your claim must have
been returned to your unit.
Q. I am posted as staff officer in UN Mission. I am
paying money towards food charges. Am I entitled to Ration Money?
No, ration money is applicable
within Indian limits only.
Retirement/Pension
Q. Which are the document required to be sent to PCDA(O) for terminal benefits at the retirement / release of the officer?

Q. Does the PCDA (O) refund, at
the time of retirement, the AOBF subscription recovered from salary of officer

No. The monthly subscription
recovered is remitted to AG's Branch which is accounted for & managed by them
only.
Q. I am retiring from service. Can I get advance for shifting my family to my hometown?
No. you cannot. You have to spend the money and subsequently claim reimbursement.
Q. I have retired from service. Where should I submit the bill for claiming the expenses of shifting my family and luggage; to the unit or directly to the PCDA(O)?
You should submit the claim to your last unit. PCDA(O) can't accept the claims directly from the officers. The claim should be countersigned by the unit authorities.
Q. What is proportionate recovery of cost of
training for unserved contractual period on pre-mature retirement/release?
If the officer doesn’t completes
the mandatory service period after completion of courses listed in AO 17/05, and
applies for pre-mature retirement/release, he will be required to refund
proportionate cost of training for remaining contractual period, through MRO
before release from service.
Q. Will I get HRA for three months after Retirement?
No. Even though you are entitled
for retaining the Govt accommodation or claiming HRR for three months after
retirement, you can’t get HRA after retirement.

SSC officers
Q. Is a SSC officer entitled for
KMA, Technical Allowance, Annual Increment due during terminal leave?
Yes. The officer is entitled to
get full pay and allowances during Terminal Leave period i.e. at furlough rates
without DA initially and after date of release at full rates on submission of
Non-employment Certificate during Terminal Leave period
Q. Can SSC officer avail 60 days or balance of
annual leave from date of tenure expiry and Terminal leave thereafter? What is
entitlement of pay during this period? is this period treated as qualifying
service for terminal gratuity? What will be the date of final release from
service?
Officer can be granted full or
part of Annual Leave followed by terminal leave from date of tenure expiry. Half
pay without DA is admitted during this period, however full pay is released on
submission of non-employment Certificate on completion of leave. This period is
treated as qualifying service for terminal gratuity. The SSC officer will be
relieved from duties from date of tenure expiry of short service commission.
However, the date of SOS from Army service will be the date of expiry of AL and
or Terminal Leave as the case may be.
Strategic Forces Allowance
Q. Is strategic force allowance
admissible concurrently with field allowance/SCCIA/flying allowance?
Yes.

Q. Where should I submit the claim for reimbursement of my telephone bill?
You should submit it to the regional Controller of your Command; i.e. if you are posted in Lucknow,you have to submit it to PCDA(CC)
Traveling Allowances
TA/DA/LTC General
Q. I am MNS officer. What are the travel entitlements of my husband? Is there some income/dependancy criteria for these entitlements.Your husband naturally is part of your family. He is entitled to all facilities given by the Govt to your family members. There is no requirement to prove dependency; and there is no income criteria.
Q. What is the TA entitlement for
travel by Rajdhani/Shatabdi Express trains for Duty journeys/LTC?
While reimbursing cost of
warrant, fare of Rajdhani/Shatabdi Express trains is admissible only in cases,
where journey is actually undertaken by these trains. When a journey is
performed by air between two places connected by Rajdhani/Shatabdi Express but
other trains running between these places do not have AC First Class
accommodation, fare of the lower class available on that route is only
admissible.
Q. I am retiring from service. Can I get advance for shifting my family to my hometown?
No. you cannot. You have to spend the money and subsequently claim reimbursement.
Q. I have lost my boarding passes. What should I do?
Please obtain a certificate from the Airlines indicating the travel details, like date of journey, class of accommodation, seat no. etc.
Q. What is the action required when married officer
is not able to submit online requisition due to single status in system?
The officer should submit
requisition through Fax for urgent action and also to forward Part II Order
notifying casualty of marriage to update system records.
Q. I had to cancel my tickets. Can I claim cancellation charges? Can I claim tatkal charges also?
Yes, you will get cancellation charges in full, if the tickets were for official duty, i.e permanent posting or Temporary Duty. Tatkal charges are also admissible as well. You have to attach a certificate under 44(B) TR. The certificate should state that the journey was cancelled due to official reason, and be signed by your controlling authority.
Q. I have got advance for my TD/LTC, but the TD/LTC was cancelled. What should I do with my advance? Will it automatically be revored from my salary?
No, the amount will not be automatically recovered from your salary. You should immediately refund the amount in form of MRO. In fact, if you don't refund this amount immediately, it will be recovered with penal interest.
Q. The status of claim is shown online as rejected/accepted but I have not received any rejection/intimation memo for the same. Why?
You have to click the dak registration Id No. Link in status of claim, to view the rejection/intimation memo for your claim.
Q. Web Site shows the amount passed as zero against my claim?
All intimation memos pertaining to TA/DA/LTC claims are uploaded on website on daily basis. Officers may download the same by clicking on the Dak Id No. Link in the status of claims.
Air Travel
Q. Can the officer book tickets
for air journey from private agents?
No, he can not. Tickets are to be booked
through
(1) website or offices of Indian Airlines, or
(2) M/s Balmer Lawrie Tours and Travel,or
(3) M/s Ashoka Tours & Travels, or
(4) IRCTC.
Officers can book tickets on the website of M/s Balmer Lawrie tours & Travel (http://www.balmerlawrie.com/) by using their debit/credit cards and get printout.
In case Ministry of Civil Aviation has permitted an Officer to travel by private airlines (airlines other than Air India), the officer can book air ticket from the booking office/website of the airline, he is traveling with.
 Please remember tickets booked through Private Travel Agents cannot be reimbursed.
This office has come across TA/DA claims where air tickets have been booked through Travel Agents claiming to have been authorized by the PCDA (O). We want to inform all the Army Officers that this office has no authority to authorize any Travel Agents, and has not authorized any Travel Agent.
Q. I am a Lieutenant. I am being sent on TD. Can I travel by Air?
All Commissioned Officers (including MNS officers) of Indian Army are entitled to travel by Air. The exception is that the officers joining first duty station after commission cannot travel by Air.
Q. Can officer perform journey on full fare ticket
on temporary duty/permanent move?
Officers may preferably buy
cheapest economy ticket. Re-imbursement of full fare ticket, where offers like
companion ticket at some additional cost are availed, is not admissible in
audit.
Q. Can an officer, who performs journey by private
airlines, claim fare of railway warrant?
No
Q. Can officer perform journey by air, while joining
duties on first commission?
No. The journey is to be
performed by AC II Tier. The entitlement is AC II fare or actual expenditure
whichever is less.
Q. Can officer perform journey by private airlines
up to the station from where flights of Indian Airlines are available?
No. Journey up to that station
to be performed by authorized mode & class of accommodation. Fare of private
airlines is not admissible.
Q. Can officer perform LTC journey on cheapest
economy Air ticket?
Yes, Re-imbursement of fare is
admissible under LTC scheme with any nomenclature/check alfa for particular
sector or fare lower than that of under LTC-80 scheme.
Q. Can officers posted in North East Regions perform
journey on LTC by private airlines?
No
Q. Can LTC journey be performed to J & K by private
airlines from any station in India?
Yes, officers and their family can travel by private airlines to J&K on LTC. This
concession is valid up to 17/06/2012. Please make sure that tickets are to be
booked through Govt authorized agents only.
Q. Can officers perform journey on LTC to Andaman
Nicobar Island via Kolkatta or Chennai at their discretion without insisting for
shortest route?
No. This concession is available
to officers posted in A & N Islands and visiting mainland on LTC.
Q. Can an officer on International Tour perform
air-travel by Private Airlines? What if the destination is not connected with
Air India?
No, He has to travel by Air
India Only. (MOF OM NO. 19024/1/2009-E.IV dated 13/07/2009)
  If the destination is not connected with Air India, the
officer should travel by Air India to the nearest hub/point closest the eventual
destination, beyond which he may utilize the services of another airline, which
should also preferably be alliance partner of Air India.
  In case of unavoidable deviation, individual cases may
be referred to the MoCA.
Q. Whether officer posted at any station in India
other than North East Region can perform journey on temporary duty to North East
Regions by Private Airlines.
No. officers serving in North
East Region only are permitted to travel by private airlines on temporary duty
or permanent move.
Q. I travelled by Air India, and bought ticket
through M/s Balmer Lawrie Ltd. But PCDA(O) refused to give re-imbursement
stating that the full fare ticket can’t be reimbursed. Why?
As per DOPT OM No.
11013/7/2008-Estt.(A), dated 09/08/2010, “Purchase of full fare tickets defeats
the purpose of instruction issued (by GOI). It is, therefore, clarified that
Government officials are not expected to purchase full fare Air Tickets, but
instead avail of- (a) the coupon supersaver booklets being offered by Air India
for GoI officials, as notified by the Ministry of Finance (DoE) OM,
dated01/10/2009; (b) supersaver scheme for business class; or (c) go in the
cheapest Air India fare.”
LTC(Leave Travel Concession)
Q. I don't understand this concept of 177, 177A, 177B, 177C, 177D etc. And what are these block years?
177A - Officer and his/her family can visit hometown (from duty station) every year.
177B- Officers and family can visit anywhere in India (from duty station) once in a block of two years. Block is counted from odd to even year, e.g. 2011-12.
But during that year, officer and family can't avail 177A (hometown LTC). The officer and family have to visit the same destination (hometown or anywhere in India)in a particular year.
177C- Officers, who are posted in field and have kept the family at hometown/SPR get additional LTC for visiting hometown/SPR. This is in addition to his/her entitlement in 177A.

(1)If family visits the officer to his duty station by availing LTC under 177B, the officer loses his entitlement of 177B
.
Under 177C, the officer can visit his SPR twice in a year, but in that case he will lose his entitlement under 177A (hometown
LTC) (2)If the officer as well as the family decides to go to some another place (under 177B),
in this case officer has to start his journey from his duty station, while the family starts from
hometown/SPR.
An unmarried officer posted in field also is entitled to visit hometown under 177C. Thus he can visit his hometown twice (once under 177A, then under 177C)
Q. Is any where India LTC under Rule 177 (B) TR
admissible every year?
No. It is once in a block year.
The block year will be 2011-12, 2013-14, 2015-16...
Q. Can officer’s parents visit
him at duty station under LTC Rule 177 (A) TR?
No, they can not, if the duty
station is not the hometown of officer. As per Sixth Pay Commission orders,
parents of officer staying with or away from the officer are entitled to visit
only hometown under Rule 177 (A) TR.
Q. Are parents and dependent brothers, sisters etc
entitled to LTC under Rule 177 (B) TR, to any station in India?
No. LTC under Rule 177 (B) TR is
admissible only to spouse & children of the officer.
Q. My LTC claim was passed but the taxi fare from my home to the Airport was disallowed. Why?
Travelling charges for travelling within city limits are not admissible on LTC. LTC covers fare and ONLY fare between the SPR/duty station and the leave-destination.
Q. My duty station and hometown are the same. Am I
entitled to LTC under Rule 177A and LTC to J&K / North East in lieu of this?
No
Q. Is the visit, of a child studying in Hostel, to
his parents (refered to as under 177) at their duty station/SPR covered under LTC in addition to his
entitlement under Rule 177 (A) or (B)?
No. Though the child studying in hostel can
get LTC to duty station/SPR, this concession under rule 177 is not in addition to LTC under Rule 177 (A) or (B) TR. Only one
LTC can be availed in a calendar year.
Q. If officer serving in field has visited family at
SPR under Rule 177 (C) TR, what will be the title of LTC of family?
The family can visit home town
under Rule 177 (A) TR only.
Q. Officer has been granted sick leave by hospital
authorities and permitted to visit a place recommended by the medical board. Will it be regularized under rule 177(A) or 177(B)?
Though it will be treated as LTC, it will not affect your eligibility to travelling concession (LTC) under 177(A) or 177(B).
Q. If family visits the officer at duty station in
field, how is the LTC entitlement regularized?
LTC of family will be admitted
under Rule 177 (B) TR, if otherwise admissible and title of LTC of the officer
will lapse. His title for additional LTC to visit SPR/Home town will remain
intact.
Q. Is home town LTC under Rule 177 (A) TR admissible
every year?
Yes.
Q. The nearest Airport/Railway Station is 50 Km. away from my hometown. I covered the distance between the Airport/Railway station and my hometown in my cousion's car. Now the PCDA(O) rejected my hometown LTC claim stating that I didn't visit my hometown at all. What should I do?
In fact you made a mistake by not mentioning this last portion of your journey in your claim itself. Even though you could not claim or get anything for this last portion of your journey, you should have shown this journey clearly in your contingent bill. You should now resubmit your claim with the clarification.
Q. I visited my hometown on a warrant this year. Can I avail LTC also?
No. You cannot. Actually you have availed Hometown LTC by visiting hometown on Government expenses. While availing the hometown LTC, you might have traveled by air, train or any other Government transport.
Q. I am posted in Delhi. I want to avail LTC under rule 177B, i.e.'Anywhere In India' LTC. I want to visit Port Blair. Presently I am at Jaipur. Can I start my journey from Jaipur, go to Bangalore, and then fly to Port Blair?
No, you have to start your journey from Delhi (your duty station) only, and travel directly (shortest route) to the declared leave destination. However you can break your journey enroute.
Q. I want to avail LTC under rule 177B, and want to visit Nainital. Air India flights are available only up to New Delhi. Can I use warrant for family from New Delhi to Kathgodam?
No, Railway warrant under 177B is not admissible for the officer's family. However fare paid for your family's journey from New Delhi to Nainital will be reimbursed by this office.
Q. My hometown is Rudraprayag. Can I travel by taxi from Hardwar to Rudraprayag?
No, you can't travel by taxi even on shared basis. You can travel only by public transport, that in this case will be bus.
Q. Can I travel on LTC, by AC Bus run by private operators?
No, On LTC you can't travel by any bus, run by private operator
Q. What is the entitlement of LTC in first year of
service for newly commissioned officers?
Since they are authorised free
railway warrant to visit family before reporting for duties, no separate LTC is
entitled again in the first year of commission.
Q. What is the travel entitlement in respect of wife
of an officer who marries while serving in peace station?
An officer can claim one way
fare under Rule 177(B) TR for his newly married wife for her journey from his
home town to the peace station where the officer is serving. No reimbursement is
admissible for baggage/scooter or car conveyed by the wife.
The above provisions are equally applicable to the officers serving in
field/modified area and allotted Govt. Married accommodation consequent on
marriage.
Q. I have not been provided with any Government accommodation at my present duty station. I have retained my family (Govt) accommodation at my old duty station. Can I avail LTC to my old duty station,instead of hometown under 177-A TR?
Yes, you can. But your family's entitlement under LTC 177-B lapses.
Q. I am serving at a non-family station. Can my family avail LTC to visit me at my duty station under 177-B TR?
No. Your family can avail LTC, under 177-B TR, to visit your Leave Station, but not your duty station.
Q. I took advance for LTC. But I could not avail
LTC. What should I do with this advance? Will it be adjusted in my Pay, or for
future journeys?
Please refund the advance
through MRO at the earliest, repeat at the earliest. Penal interest will be
levied on this advance, if not refunded timely.
Permanent Move and CTG
Q. What is the rate of conveyance
of baggage between 'X','Y'or 'Z'cities?
If you carry 6000 Kg from a place to another you are paid Rs 37.5/Km (as per road distance). But if both the place of origin as well as place of destination are Z class cities, the rate per Kilometer will be Rs 22.5/-. If the luggage is less than 6000 Kg, you will be paid proportionately.
Q. At what rates RMA is admissible?
RMA is admissible at the rate of
originating station, notified by RTO & published in station order by Station
Hqrs.
Q. I am a newly commissioned officer. What are my entitlements for reporting at first duty station?
You are entitled to:

Q. I paid Rs. 20,000 for transportation of my car
from my old duty station to the new duty station. The RMA on the basis of
distance would be Rs. 16,000. But I have been paid only Rs. 10,500/-. Why?
You will get the least of EVK,
RMA and the actual expenditure. The link for rates of EVK is given on the
NewsPage of PCDA(O) website.
Q. I am a single officer. I have been posted from Peace Area to Field Area. What is my baggage entitlement?

You can transport up to 6000 Kg + your vehicle to your hometown/SPR.
You can also take up to 100 Kg to your duty station. But you can carry this 100 Kg only on Warrant and this 100Kg will reduce your 6000 Kg entitlement to only 5900 Kg. You cannot take this 100 Kg by Air.

Q. Which are the elements of CTG on Permanent Duty
Move?
Elements of pay for CTG
i. Pay in the Pay Band
ii. Grade Pay
iii. NPA, if any
iv. MSP
Please note that nothing other than above mentioned elements, is part of CTG. Therefore DA, Technical Pay etc. should not be claimed as CTG.
For officers in the pay scales of Apex scale & COAS scale, basic pay means
pay in the prescribed scale
Q. How much CTG will I get? Full or 80% or one-third
or otherwise?
Full CTG is admissible in
following cases:
i. Married officers moving with family from one peace station to
another.
ii. Married officers moving to duty station located in Field/Modified Field
area/OP Area and family moving to home town/SPR/SFA station or to duty station
where officer has been alloted Govt. married accommodation.
iii. Widow/Widower moving from one peace station to another peace station or to
field/modified field area and other family members also move with the officer to
his peace duty station ot to home-town/SPR/SFA respectively.
 80% CTG is admissible in the following cases:
i. Single officer moving on posting.
ii. Married officer moving alone and retaining family at old duty station.
iii. Married officer moving alone in all other cases.
 One-third CTG is admissible:
i. For transfer within same station (or to a station which is at
a distance of less than 20 km), if change of residence is involved
 No CTG is admissible:
i. For transfer within same station (or to a station which is at
a distance of less than 20 km), if no change of residence is involved.
ii. For the officers, who stay in the Mission for 1 year or less are not
entitled for CTG on posting to the UN Mission
Q. What is the definition of ‘same station/city’?
‘Same station/city’ means area
falling within the jurisdiction of the Municipality or Corporation, including
such of Suburban Municipalities, notified areas, or Cantonments which are
contiguous to the above named municipalities and within the limits of Urban
Agglomeration
Q. Are Re-employed officers entitled for CTG and
conveyance of baggage & vehicle and also additional fare to bring his family to
duty station on allotment of married accommodation on first posting of
re-employment.
No, they are not entitled.
Q. Is service tax on baggage conveyance admissible
over & above the entitlement?
No.
Q. I didn't get govt accommodation immediately, when I joined at the new duty station. Subsequently I got Govt accommodation and brought my family here. Will I get fare for myself for travelling between my new duty station and the old one?
Yes, you will get fare for yourself, subject to submission of- (1) NAC for the time-point of your joining the new duty station, (2) allotment of accommodation letter
Q. Are the officers entitled for CTG on posting to
the UN Mission?
Yes, but only those who stay in
the Mission for more than 1 year are entitled for CTG on posting to the UN
Mission. They can claim this CTG only after Govt Sanction for the tenure of more
than one-year in the Mission is available.
Q. My posting order on permanent move has been issued but I have not been relived from present unit, can my family perform journey to new duty station, prior to me, for my children's school admission?
Yes, but if you send your family in advance will do so at your own risk and if the order's for the move are changed or cancelled subsequently, compensation or conveyance for return journey of the family will not be admissible. However, competent authority, if satisfied that the officer did not dispatch baggage unduly in advance of his own move as originally ordered, can sanction refund of actual cost of conveyance at goods train rate of quantity of baggage within authorized scale where change or cancellation of move is involved. Moreover, if transfer is cancelled on administrative grounds.
Q. I joined my present station 8 month back, I want to bring my family & laggage now, will I get reimbursment?
No, Officer's family can proceed or follow the officer provided that the journey is undertaken within six(6) month from the date of officer's move on permanent duty.
Temporary Duty Move
Q. How is the RMA during TD
calculated/ reimbursed?
For Major and Below
The amount admissible for RMA at a particular day (maximum Rs 187.5) =
Distance traveled on that day ( ) X Rate/Km for that station for the mode of
conveyance actually used.
 For Lt Col and above
The amount admissible for RMA at a particular day = Distance traveled
on that day (maximum 50 Km) X Rate/Km for that station for the mode of
conveyance actually used.
Important:
(1) Only the officer getting Grade Pay Rs 10,000 and above are
entitled to travel in AC taxi. Others can travel in Non-AC taxi.
(2) No amount is admissible without original receipts of taxi/mode of
conveyance
(3) Officers must attach with the claim, a detailed summery of
distance traveled (giving names of duty points) each day. The summary should be
signed by the officer
Q. Whether ration money will be recovered from food
bills issued by Mess for reimbursement?
Yes. However, if there is
specific mention that food bills issued for cost over & above ration money, full
amount will be reimbursed to officer.
Q. What is procedure for claiming TA/DA during
courses more than 180 days at Category A establishment?
Reimbursement of fare to be
claimed by the officer from concerned T Wing Section. However, DA Adjustment
bills will be claimed from course DA Group of PCDA (O) by Training Institute in
a consolidated manner for all course participants after completion of course,
since advances are drawn by them.
Q. I want to prefix/suffix Annual Leave to the TD. How will it affect my entitlement of TD
You will get only one way fare up to/from the TD station. However if you prefix/suffix CL to your TD, your fare entitlement doesn't get affected.
Q. Maj Gen X incurred expenditure of Rs.6250/- per
day with service Tax Rs.500/- per day on hotel accommodation on temporary duty
and submitted claim. Is service tax reimbursable to the officer?
No. Service tax paid within
entitlement of hotel accommodation charges is reimbursable to officer.
Q. My duty station is Pune. I was sent on TD to Amritsar. There was no connecting flight from Delhi to Amritsar that day, so I had to spend night in Delhi. Will I get reimbursement for Delhi stay?
Yes, you will be entitled for your hotel rent and food charges.
Q. Competent medical authority has referred me to another station for getting medical consultation/treatment. What is my travel entitlement?
This journey will be treated as normal TD, and your entitlement will be regularised accordingly.
Q. I am on a course of more than 60 days. Can my family visit me at government expenses?
No. The family can visit you on Govt expenses, only when your course is 90 days or more. Your family should start journey only either from your duty station or from your SPR, as the case may be.
Q. I am posted to Leh, can I perform journey to Delhi on temporary duty by private airlines?
Min. of civil aviation has issued relaxation sanction for journey on temporary duty/permanent move due to exigencies of work, in sector Delhi-Leh-Delhi. however, officers may preferably avail the services of Indian airlines in this sector. Further, for journey on official duties, separate sanction of ministry of civil aviation and certificated non-available of flights etc for Indian airlines is not requied. This relaxation is not available for LTC.
Q. I have been posted to station 'X' can I send my family in advance?
If family is sent in advance, it will be at the risk of officer and is not ordinarily entitled to any compensation in the event of his move being changed or cancelled. Hotel Rent
Q. I attached proper Hotel
Receipts with my TA/DA claim. But hotel charges have not been paid to me.
Please check that (1) you stayed
in an establishment registered/ licensed as a hotel, by proper authority and (2)
hotel receipts submitted along with the claims had the Registration/Licence
No./TIN of the Hotel .
Medals
Q.I have forwarded my part II
order notifying Siachen medal awarded to me., but I have not received any monetary benefit adjusted in my pay account. Why?
This office admits monetary benefits of Gallantry awards viz- Param vir chakra, Ashoka Chakra, Mahavir Chakra, Kirti Chakra vir Chakra, Shaurya Chakra for
commissioned officers, on notification of pt II order along with copy of draft gazette notification. Monetary benefit is also admissible for Sena medal for act of gallantry but not for Siachen, HAUCA medal ect. pt II order's notifying sainya Seva Medal, OP Rakshak medal Siachen/HAUCA medalsetc,are of non financial nature hence not actioned by PCDA(O)
Rent
Q. On my posting to Bangalore, I have vacated married accommodation at my last duty station in Mumbai, however PCDA(O) is still recovering rent & allied charges for accommodation at Mumbai.
Why the same is not being discontinued?
Vacation report for your accommodation at Mumbai may not have been received in PCDA(O) from concerned AAOBSO. you may forward a copy of the same available with you to enable this office
to stop the recovery. however, refund of excess rent & allied charges recovered will be refunded to you only after receipt of vacation report from AAOBSO.
Transport Allowance
Q. Can officer posted to
field/modified field/HAUC/Siachen Area get transportation Allowance?
Yes, if not provided with Govt
transport to commute between residence and work-place.
Q. I stopped getting Transport Allowance suddenly.
Why?
Publication of some of the
following casualties might have resulted in stoppage of TPT in your case:
If so, you will get Transport Allowance only after PT-II ORDER for its
re-grant is published.
Q. I proceeded on AL, therefore my Transport
Allowance stopped. What should I do?
You need not do anything. Transport allowance
will stop and be re-granted automatically in respect of the following
casualties:
 In such cases recovery will be affected only for full calendar
month(s), if the period mentioned in the Part II orders covers a full Calendar
month.
Q. Is transportation allowance admissible to officer
on their posting to IMTRAT, Project Dantak Bhutan, UN Missions?
No. Transport allowance is admissible within
Indian geographic limits as per classification of city.
Q. What are the basic criteria for admissibility of
transportation allowance?
(1) The officer has not been provided with Govt
transport for commuting between residence and work place.
(2) The officer is not absent (due to CL, EL, study leave, hospital
admission etc.) from the duty station for period covering a full calendar month.
Q. Can the officer on Courses of Instruction claim
transportation allowance?
Yes. If not paid daily allowance for the course
period.

Please check that-
(1) PT-II ORDER has been published by the new Unit, and
(2) In your POSIN PT-II ORDER, TRAN-I or TRAN-II casualty has been

Yes, Transport Allowance is admissible at Delhi
