Annual Leave

Regular Officers
Rules
Entitlement :

 

  • Maximum 60 days in a calender year.
  • Must commence in same year. Exception : UN Mission 
  • For different years cannot be combined 
  • When combined with furlough leave, Annual leave to be taken first.
  • Debitable against sick leave.
  • Prefix / suffix allowed with express permission of sanctioning authority.
Pay and Allowances :

 

  • Entitled to full pay for Annual Leave.
  • Not entitled to field allowances.
  • Not entitled to transport allowance if absence including suffix/prefix is for a full calendar month.
Excess/irregular grant of A/L

 

  • Sanction of Div. Cdr. upto 30 days.
  • Sanction of Corps Cdr. more than 30 days and upto 60 days.
  • Sanction of Govt. of India for more than 60 days.

Casual Leave

Rules

 

  • Rule 17 Leave Rules.
Entitlement :

 

  • Maximum 20 days in a year.
  • Leave upto 20 days at a time may be granted at the discretion of the leave sanctioning authority.
  • Cannot be combined with any other leave.
Pay and Allowances :
  • Full pay and allowances.
  • Field allowances not admissible if CL exceeds 15 days
  • HAUCA not admissible if CL exceeds 14 days

Furlough Leave

Rules

 

Entitlement :

 

  • 2 months in a block of 3 calendar years from the year of commission.
  • Non accumulative.
  • If taken in broken spells, cannot exceed 60 days.
  • Cannot be combined with previous/ next furlough.
  • Re-employed,NCC whole time, NCC PC & MNS(L) not entitled.
Pay and Allowances :
  • Half Pay in the Pay Band + half grade pay + half MSP.
  • DA on pay as above.
  • No field allowance admissible during furlough leave.
  • If furlough covers full calendar month (including prefix/suffix) transport allowance not admissible.
  • No Para pay.
  • No specialist pay if holding annotated appt.
  • No entertainment allowance.

Study Leave

Rules :

 

  • Regular Officers of AMC-AI 13/78 & Rule 29 Leave Rules.
  • Regular Officers of ADC-AI 18/79 & Rule 28 Leave Rules.
  • Regular Officers of RVC-AI 137/66 & Rule 30 Leave Rules.
  • Regular Officers other than above-AI 42/82 & AO 11/87
Entitlement :

 

  • 24 months in service, extendable upto 28 months including Annual Leave and furlough during year of commencement.
  • Cannot be combined with any other leave.
  • Joining time and journey period not entitled on proceeding/rejoining from study leave.
  • If contractual period of service not rendered after leave, pay and allowane admitted during Study Leave period to be recovered in full, being non-qualifying service for pay and pension.
Pay and Allowances :
  • Full pay including NPA.
  • No transport allowance for the month covering absence for full calendar month.

Sick Leave

Admissibility:

 

  • Full Pay and Allowances  granted during the entire period of hospitalisation in respect of officers in the Defence Forces, as per SPC orders.
  • Sick leave admissible for a period upto 6 months in the first instance which will include the annual leave due for that calendar year.
  • In case of grant of sick leave exceeding six months after the period of hospitalisation, full pay and allowances will be admissible to officers granted such sick leave upto the limits specified in the Leave Rules, on account of sickness attributable / aggravated due to service conditions in accordance with Para 423 of Regulations of the Medical Services of Armed Forces.
  • Orders effective from 1st September 2008.
  • Regularisation of leave from first day of hospital admission till reporting for duties necessary.
  • Not to be combined with CL or SLC.
  • Field Allowances not admissible during sick leave.
  • Transport Allowance not admissible during sick leave.
  • Sick leave continued to next year does not affect sick leave entitlement of next calendar year.

Special Casual Leave

Rules

 

  • Rule 72 of Leave Rules.
Entitlement :
For sporting events :

 

  • Maximum 30 days in calendar year.
  • Can be combined with CL or regular leave.
  • For participation in sports of National/International importance.
  • Not admissible for participation in personal capacity.
  • Can be sanctioned by COAS.
For participation in IIPA :
  • Serving outside Delhi and member of IIPA.
  • Maximum  6 days + journey period.
  • Sanctioning Authority : Area/Div Commander-For OC/Second-in-Command
  • Brigadier/Sub Area Commander-other officers.

For meeting of Scientific Association :

Rules :

Entitlement :
  • Lady officers maximum 180 days of full pay.
  • In case of first year of service, undertaking required that officer will continue in service for another year from rejoining.
  • Extension for one month without pay in addition to AL & Furlough requires sanction of DGAFMS.

  • Full pay & allowances for 180 days.

Terminal Leave

Rules :

 

  • Rule 51 Leave Rules
Entitlement :
  • Only to SSC Officers employed for minimum of 3  years
  • Maximum of 28 days in year of termination of engagement.
  • To be commenced from the date on which tenure of SSC expired.
  • Can be combined with Annual Leave.
  • Annual Leave to be granted first followed by Terminal Leave.
Pay and Allowances:

 

  • Will be paid furlough rates of pay without DA for all periods falling after date of completion of tenure of service.
  • Full Pay & Allowances will be restored on receipt of  Non-employment certificate & Non-practicing certificate{ in case of medical officers }
  • Entitled to retain acting rank
  • Increment due during leave is admissible

Accumulation of Annual Leave

  • Maximum thirty(30) days in a year
  • Newly commissioned officers granted commission before 1st December and reporting for duty in first/second week of December can accumulate maximum fifteen (15) days for that year.
  • SSC officers cannot accumulate AL in year of termination
  • Accumulation of leave plus No. of days of Annual Leave encashed on LTC during a calendar year not to exceed 30 days.
  • Only AL can be accumulated.
  • Maximum accumulation 300 days irrespective of No. of years of qualifying service of officer.

Qualifying service for acting promotion in full field areas

Entitlement:
  • Grade pay of rank actually held
  • If acting rank granted after completing qualifying service for grant of substantive promotion, pay will be fixed as for higher substantive promotion i.e. by grant of increment of 3% of pay in pay band plus Grade Pay. 
  • If acting promotion is without completion of qualifying service, the increment will be on 01 July to be calculated @ 3% on pay in the pay band and Grade Pay of substantive rank.

Substantive Promotions

For Select Rank, pay & allowances of substantive rank  being admitted based on Part II order notifying substantive promotion with requisite certificates and quoting the authority of MS Br, IHQ of MOD (Army) / DGAFMS promotion order. 

In cases of Non-Select Ranks,  MS being single point agency for vetting such promotions, sanction from MS Branch to be read as an authenticated document and action be taken .No necessity to wait for Part II orders from units.

In case of SSCOs (including WSES), Pay & Allowances on promotion to the higher substantive rank to be admitted on receipt of DGN instead of Part II orders of units. Applicable only to SSCOs (including WSES).

Entitlement
  • On promotion - increment @ 3% of pay in pay band + Grade Pay
  • Grade Pay of substantive rank held by the officer.
  • In case of change in pay band, pay to be fixed to amount not less than the minimum of pay band.

Qualification grant
  •  Officers who have acquired qualifications listed in AHQ, DGMT letter No. A/63088/GS/MT-10 dated 26-11-2001 on or after 1-8-1997 are entitled to Qualification Grant at the appropriate rates as under:-

         (a)    Qualification listed in category I       -      Rs. 20,000/-

         (b)    Qualification listed in category II      -      Rs. 15,000/-

         (c)    Qualification listed in category III     -      Rs.   9,000/-

         (d)    Qualification listed in category IV    -      Rs.   6,000/-

1.      Qualification grant admissible only for notified course an officer is detailed on or is sanctioned study leave for. Any other course done by the officer on his own (with or without the approval of the CO / Competent Authority) does not entitle him for Qualification Grant.

2.      Admissible on each occasion an officer acquires a recognised qualification on or after 1.8.97.

3.      In case any qualification listed for Qualification Grant also qualifies the officer for any other monetary benefit, officers to get one such grant as per the option given by officer.

4.      Not admissible to AMC / ADC officers.

5.      Not payable to officers concurrently with Technical Allowance for the same qualification for which Technical Allowance has been admitted

6.      Not admissible for qualification acquired before the date of commission.

7.      Payable to officers of all ranks who have completed 2 years service.

8.      Qualification Grant is not admissible for dual qualification e.g. M Sc (Def Studies)/MMS, M Phil etc which are granted for attending DSCC/LDMC/HC/NDC and OAME courses.

9.      Upto 07 Jun 04, Qualification Grant is admissible to the officer of the rank of Lt Col and below only.

10.  Wef 01 Aug 97 to 07 Jun 04, Qualification Grant is admissible for the maximum of Rs.10,000/-.

      11.Upto 07 Jun 04, only one Qualification Grant is admissible from each category.

Instructional allowance
  • Officers deputed on training assignments as Instructors to the training institutes and establishments listed in the Annexure are eligible for Instructional Allowance at Rs.900/- p.m. w.e.f. 29 Feb 2000. 
  •  Admissible to eligible officers posted to Training Institutes against sanctioned posts covering training assignments i.e. Instructors, Lecturers, Professors, Directing Staff, Head of Faculty etc. 
  • Admissible only to those  Army Educational Corps officers, appointed as Instructors in specialised service subjects in Catagory 'A' training establishments.
    Officers employed or appointed as regular faculty in various defence training establishments are not entitled to this allowance.
  • Auth:  GOI, MoD letter No. 1(26)/97/D(Pay/Services) dated 29 Sep 2000 and CGDA letter No. AT/I/1493/II dated 01 Sep 04 & No. AT/I/1493-III dated 12 Oct 08.
 
  Document to be submitted to the CDA(O) for claiming the allowance :-
 
  • Part II order notifying the grant of Instructional Allowance with the following certificates as per "Documentation Procedure for Publication of Part II Orders (Officers)".
1.      Certified that the officer is posted on a training assignment as Instructor and is eligible to draw Instructional Allowance under GoI, MoD letter No. 1(26)/97/D(Pay/Services) dated 29 Feb 2000.

2.     *The officer is appointed as Instructor in specialised service subject in a catagory 'A' training establishment.

*To be furnished in the case of officers of the Army Education Corps only.

Technical Allowance

  Technical Allowance is admissible to technically qualified officers :-

1) Who possess any of the qualification listed in AHQ letter No. A/63088/GS/MT-10(1) dated 26-11-2001 at the rates given below:       

  • Tier I Courses       -     Rs 2000/- per month

  • Tier II Courses      -     Rs 3000/- per month

2) Admissible w.e.f. 1-8-97 or from the date of acquisition of the qualification whichever is later.

3) Admissible for a maximum of one course from each Tier.

4) The maximum amount of Technical Allowance and Qualification Pay  not exceed Rs. 5000/- p.m.

5) Technical Allowance Tier II admissible to the officers who are not in receipt of Tier I but acquire qualification listed for Tier II  provided the course undergone is of recognized Universities/Instutions/notified by Ministry of HRD except in cases of in service training undergone in identified Tier II course at military training instution.

6) Technical Allowance  Tier I and Tier II admissible on completion of 2 years of qualifying service only to eligible officers of the rank of Capt. and above.

7) For a course  listed for both  Technical Allowance and Qualification Grant, the officer has the option to choose for Technical allowance or Qualification Grant. Option once exercised cannot be revoked. Technical Allowance and Qualification Grant for the same qualification are not admissible concurrently.

8)Not admissible to AEC officers.

9) Not admissible for MSc (Def Studies)/MMS, M.Phil etc., granted for attending  DSCC/LDMC/HC/NDC and OAME courses.

Procedure for claiming Technical Allowance

1) Admittance based on  claim to CDA (O) in the proforma prescribed by AHQ in Circular dt. 8-5-2002 together with photostat copies of certificates in respect of civil qualification and or Part II Order or course report in respect of service qualification duly countersigned by Commanding Officer. In case CO is not satisfied by the documents produced by the officer, the claim will be countersigned by the parent Dte at AHQ.

2) Re-employed officers to forward  claim together with a certificate from the CO that they are employed on Technical/Maintenance duty.

Para Allowance

 

  • Admitted to officers posted to Para units, employed on Para duties and holding authorised appointment.
  • Officer should undergo Para basic course and Para refresher course every year thereafter.
 
  • Rate Rs. 1200/- per month.
 
  • Admitted for Para year i.e. 1st July to 30th June of every year.
  • Part II orders required every year for continuation.
  • Exemption from Para refresher course may be granted by Bde. Cdr.

Para Reserve Allowance
  • Admitted when trained Parachutists are transferred to Para reserve
 
  • Rate Rs. 300/- per month.
 
  • Officers should have minimum 3 years service in Para unit.
  • Should be less than 35 years.
  • Officer to attend Para refresher course annually.
  • Part II orders and AHQ letter required annually to admit.
  • When called up for refresher training or for service with Para units, entitled to Para pay.

Flying Allowance
  • Admitted to Army Aviators serving in Army Aviation Corps and holding vacancy in authorised Estt.
  • Wef 01 Seo 08, admissibility of Flying Allowance to eligible officers to Army Aviation Corps to be on the same Terms & Conditions as applicable in case of eligible officers of Air Force. 
  • An advance flying instructor/flying instructor course required to be undergone provided officer is deployed on AOP duties after
  •  the course.
  • Monthly Part II order required to admit the allowance.
  • Not admissible with Siachen Allowance.

 

  • Officer to take additional life insurance cover for not less than Rs. 2 lacs from AGIF.
  • 2/5 of the amount of Flying pay is credited to DSOP Fund.

  • Admissible only when Govt transport is not provided for commuting between residence and place of work.
  • Admitted to officers who are blind or orthopaedically handicapped at twice the normal rate. If residing within 1 Km. admissible at normal rate.
  • Admitted to Maj.Gen. and above if not using staff car.
  • Not admitted during absence when such absence is for full calendar month(s) w.e.f. 22/2/2002.
  • Certificate as per AHQ letter dt. 17/06/1998 and amended vide letters dt. 13/01/1999 dated 19/05/1999 and dated 16 Dec 08 duly countersigned required.
For officers upto the rank of Brig
  • Higher rate in 13 metro cities - Rs. 3200/- + DA thereon per month.
  • Other Cities                                - Rs. 1600/- + DA thereon per month.
 
  • For officers drawing Grade Pay Rs.10000/- & Rs.12000/- Transportation Allowance admissible is Rs. 7000/- + DA thereon per month.

  • Admissibility

i.          For a maximum period of 15 days

(a)               Who placed on the sick list provided that immediately on the expiry of the period on the sick list, he returns to an area at which the allowance is admissible:

(b)              When on casual leave

(c)                While on transit from one field area/modified field area to another.

ii.         For a maximum period of 3 months:- While on temporary duty subject to the fulfillment of the following conditions:-

a.                  The officer continues to be borne on the strength of the unit/formation in the field area/modified field area:-

b.                 The officer in the ordinary course returns to duty to a field area/modified field area (not necessarily the one from which he went) on termination duty.

c.                   The period of absence is spent wholly on duty.

Note:- Leave will include Prefix-suffix for grant of allowance

  • Admissible between postings from one station to another – HRA for the new duty station based on Annexure ‘E’.

  • 34 months pay in the pay band or Rs.1,80,000/- for enlargement of existing house or cost of the enlargement or repaying capacity whichever is the least.

Service Personnel can draw advance in respect of journey proposed to be performed under the Leave Travel Concession, by himself, and / or by the members of his family 95 days before the proposed date of the onward journey.  Officer should, however produce the Railway Ticket(s) within 10 days of the drawal of advance to Controlling Officer to confirm that he has actually utilized the amount for the purchase of tickets.
